I was the Berserkers town, forgot what it was called. Other, older, tracks are hand crafted by the track development team, using a wealth of measurements and data from the circuits themselves. :) Afaik there is no fix for slow loading times, I have rF2 installed on a SSD and it still takes a long time to load.
